I am specifically looking for hazelnut flavoured coffee syrup. I got a different flavour at Winners/Homesense but I am unable to find hazelnut. Does anyone know where to buy it locally?

You used to be able to buy it at the Second Cup. You could also try Starbucks. And there is, or used to be, a store that basically existed to sell k-cups in the Halifax Shopping Centre, I think they had it too.

The store in scotia for sure. They are all things coffee, syrups,grinders, brewers etc.

Its not entirely uncommon to pay to add on to a cafes order, I did this a few times for customers when I worked at one. Uncommon Grounds might be a good choice, they get weekly supply runs so it shouldnt be a long wait.
